Given that any version released in the past year should support this, if the user isn't updating it, that's on them.
The SSH daemon configuration also allows diffie-hellman-group-exchange-sha256 so it may fall back to that.
WinSCP checks for updates automatically by default and nags the user so they'd have to be actively trying not to keep it updated to have a problem.
