Add section to IPsec troubleshooting for VTI tunnels not reconnecting. The new periodic check keep alive option in P2 is the best workaround for this currently, but also mention the old method of setting child start action to connect and child close action to restart (#9767#note-1)
While here, the IPsec troubleshooting page is huge, time to split it up.
