A tunnel using IKEv1 can only carry the same protocol traffic in Phase 2 as was used for Phase 1. For example, IPv4 peer addresses restrict Phase 2 to IPv4 networks only. A tunnel using IKEv2 can carry both IPv4 and IPv6 traffic at the same time in Phase 2 no matter which protocol was used for Phase 1.
