The HA DHCP troubleshooting doc could use a bit more info:

In particular, it should also contain info about:
- HA DHCP won't work properly if DHCP can't contact the peer when the daemon starts, it will not hand out leases because it can't get into a proper state. It's a failsafe to prevent it from handing out conflicting lease info.
- To disable failover, remove the failover address from the DHCP config on each interface
- If one node is reinstalled and/or lost its lease database, it may be necessary to clear the lease database on both nodes if they cannot synchronize.
Currently the page is also just a list of bulletpoints, it may be time for some better structure.
