There really isn't enough info to determine what may be happening. The error itself can be normal in some cases.
Since it looks like it's only happening to IPv6 routes, it may be related to the issue #12728.
I suggest testing this on the latest development snapshot.

Test pfsense 23.09 with frr 8.5.2 today, So far, this error has not occurred after running for about 1 hour.
