Description
Some packages require saving twice for the changes to actually apply, or to launch initially. pfflowd is one example, the first save after install on a system where it has never been installed just saves the config and doesn't launch it, the second save correctly launches it.

pfflowd was using custom_add_php_command rather than custom_php_resync_config_command which is used for synching the config and restarting the package.
I fixed pfflowd possibly the other packages suffer from the same cause.
