Adding CARP: Uncaught TypeError: Cannot access offset of type string on string in /usr/local/www/xmlrpc.php:399

Description

When I add a (my first) Virtual IP (CARP) I get an error on the secondary:

PHP ERROR: Type: 1, File: /usr/local/www/xmlrpc.php, Line: 399, Message: Uncaught TypeError: Cannot access offset of type string on string in /usr/local/www/xmlrpc.php:399

The entry is (of course) not added on the secondary. If an entry on the secondary already exists (my initially attempted workaround), the router becomes only accessible via the LAN interface after a subsequent change on the primary!

This has alread been reported (and obviously ignored) for 2.7.0 development here: https://forum.netgate.com/topic/175266/php-fatal-error-uncaught-typeerror-cannot-access-offset-of-type-string-on-string-in-usr-local-www-services_dhcp-php-454

Luckily, the workaround described there still works.
