Routes are not exposed on Tailscale when an empty route entry exists in the GUI

Description
In the Tailscale package settings, if an empty entry exists for Advertised Routes, no routes will be exposed to the Tailscale network - the management site says "This machine does not expose any routes". Deleting the blank entry in the package allows it to work.

Tested on 23.01 and I can confirm that.

Tested on 23.05.1 and CE 2.7.0, looks like it has been fixed, I could not reproduce.
