Looking through the wireguard issues this one is the one that best describes the problem.

I'm experiencing this currently and it is repeatable - what is strange is that some interfaces do come up upon reboot but the majority of them do not.
The dirty resolution for this was simply going to interfaces > assignments and then clicking on the interface and clicking save. once you do that it then correctly attempts to handshake and the tunnel comes up.
My WAN connection is PPPoE based and i've seen reports of others who have had similar issues.
