Can confirm. Manually editing the file doesn't work.

I had the same issue. Luckily the develop version was working. I didn't make a new boot environment to restore from.
Is there another way to downgrade back to an older package?

I had the same issue, Im using the Dev PKG but the Dev PKG has a lot of issue about SSL, in the past they fixed the same issue look here (https://redmine.pfsense.org/issues/12992) I think they forgot to merge on actual version.

I updated the non-devel version of the package with the code from -devel. The underlying versions of haproxy updated and now it needs the newer code there. It works fine here in my lab testing so far.
There is more cleanup that could be done now that both versions are more up-to-date but that can wait.
New version of the package is building now.

It seems to be working properly now with the new build no errors. Thanks
