Based on some testing I've been doing I've found that scripts placed in /usr/local/etc/rc.d get executed during boot but also during certain other events, such as an OpenVPN interface link up event. I'd like to recommend updating the documentation regarding shell scripts to reflect this. Ideally it would be nice to have a comprehensive list of events that trigger the scripts but unfortunately I don't have enough knowledge of backend processes within pfSense to be able to provide a comprehensive list. If earlyshellcmd and/or shellcmd also get triggered on occasions other than boot it would be nice for the documentation to reflect this as well.

I added a bit of text there explaining those scripts also get run at other times, and listed examples of those times.
