OpenVPN Server can provide duplicate IP addresses to clients with a Client Override, including the first usable IP in the Network.

Description

Steps to replicate.

Create OpenVPN Server (example network 192.168.25.0/24)
Add Client Specific Override with IP 192.168.25.1 it's allowed but traffic doesn't route.

You can also add a specific client override with IP 192.168.25.2, when you connect two clients, one without an override and the other with an override, they both get IP 192.168.25.2.
