Background. If you create custom rules and you only want to use custom rules without selecting any categories, the interface rules page will not load and give a php error.

A pull request against the RELENG_2_7_2 branch of pfSense CE to correct this bug has been posted here: https://github.com/pfsense/FreeBSD-ports/pull/1349.
