Create a "Connect to console" index page with instructions for all Netgate models and add it to the Net Installer page.

This is already well covered in the docs, both ways.
From the net installer doc it mentions connecting to the console: https://docs.netgate.com/pfsense/en/latest/install/install-pfsense.html
The connect to console page has info on it and directs users to the product manuals for model-specific information: https://docs.netgate.com/pfsense/en/latest/hardware/connect-to-console.html
Every platform manual includes its own custom connect to console document: https://docs.netgate.com/pfsense/en/latest/solutions/
There isn't anything more to add here that isn't already in the docs.
We aren't going to maintain a complete list of Netgate product console doc links outside of the product docs, and all the associated technical debt that comes with that, to save two clicks.
