Description

It's possible for rules to be saved in an unordered state. In such a case, opening a rule to edit without first refreshing the firewall rules page may result in the wrong rule being opened.

Reproducing this has been inconsistent. Once reproduced, I've been able to trigger the issue repeatedly. After applying the fix in such a state, I could not trigger the issue again.
