closedInput validation prevents updating a limiter without changing the name

Description
Hello. I was working with limiters (not child queues) today and found whenever I changed a parameter and tried to save, I got a message saying the limiter and child queue were the same name (which, as you can see, they are not). I was able to change the limiter name, save, make the edit, save, then rename the limiter to the old name. Possibly just me, and if so, there is a workaround.

Thank you for reporting the issue. This is due to a patch that was recently included in the System Patches package which we'll need to revise. The workaround described is OK - alternatively, apply commit 6bf3e080f56facab1f00e29acd24dff62d5bd707
as an additional patch.
