Make Priority field when editing a VLAN consistent with the VLAN Priority fields in firewall rules

Description
The VLAN Priority field when creating or editing a VLAN entry is currently a free-form text field where the user has to manually enter a value from 0-7.
Instead, this should be a drop-down with the code names and values which matches the existing drop-downs on Firewall rules for "VLAN Prio" and "VLAN Prio Set" -- Ideally all three should share the same values, labels, text, and so on.
The description should also be updated to say:
802.1p Priority Code Point (PCP) value for Quality of Service
