DHCPv6 Fails to Assign Prefix Delegation with Multiple PPPoE IPv6 over IPv4 Links

Description

Once you pass two or three PPPoE connections with DHCPv6 over the IPv4 link, it appears that pfSense Plus starts rejecting Route Advertisements and cannot properly assign a PD, even though a Prefix is received in a packet capture just fine.

The following DHCPv6 logs appear in debug mode:
Dec 19 22:40:19 dhcp6c 2059 unexpected interface (33)
Dec 19 22:40:19 dhcp6c 76769 reset a timer on pppoe2, state=SOLICIT, timeo=8, retrans=128844
Dec 19 22:40:19 dhcp6c 76769 send solicit to ff02::1:2%pppoe2

System logs show that the PPPoE interface isn't accepting Route Advertisements for some reason:
<interface_up> pppoe2 does not accept Router Advertisement.

Attached image shows the packet capture of the interface receiving a PD assigned, however.

I am using pfSense CE 2.8.1-RELEASE updated and patched to currently latest version and have similar issue as well
The first PPPoE connections with DHCPv6 over the IPv4 link works great but I have problem making it works simultaneously with two or more PPPoE connections
