Freeradius raw config does not follow the reject_delay option set to "0" in the GUI

Description

When setting reject_delay to 0 in GUI, the result is always reject_delay = 1 in radiusd.conf config file. If set to something else, like 5, the result in radiusd.conf config file is correct: reject_delay = 5.
