pfSense can't tell the difference between AF31 and EF markings

Description

I created a floating rule to queue packets marked as AF31 into a queue called "qVoice". Packets marked with EF do not have a rule assigned, therefore they should be placed in the default queue ("qDefault") along with everything else that isn't AF31. However, when I place an 80-ish Kbps bi-directional EF traffic load on my pfSense box, I have observed that that traffic is being put into qVoice. This suggests to me that AF31 and EF markings are identical wherever they get defined in pfSense. I have verified that this behavior occurs on two different 2.0-Release boxes. Can somebody please take a look at this?
