webGUI IPsec VPN
On disabled (greyed-out) VPN tunnels, the count of Phase-2 entries is incorrect (it always shows 0, instead of 1 or 2 etc)
On enabled IPsec VPNs the Phase-2 entries count is correct.

don't think this is a bug really, it's counting enabled P2s by design.
