Don't reset the physical interface if I add an VLAN

Description

If I add a new VLAN interface to a physical interface, when I enable it, all the others are going down and the traffic stops

Is there any way to add (and maybe remove) a VLAN interface without loosing all the connections ?

It puts CARP in bad state too.

Steps to reproduce :
- On a machine behind the firewall, ping redmine.pfsense.org
- Add a new VLAN on the interface
- Assign an IP to this new interface
- Check the pings : you loose them until all the VLANs (the new and the olds) are going up

If you are in cluster mode, CARP loose is state (the interface is not able to display if it is in master/backup mode)
