The unbound package installs fine, but no binaries are installed:
[2.1-BETA1][root@pfsense-alix.local-lan]/root(4): find / | grep unbound_control [2.1-BETA1][root@pfsense-alix.local-lan]/root(5):
Using NanoBSD snapshot (Thu Feb 14 16:27:42 EST 2013).

Looks like the code needs adjusted to account for PBI changes on 2.1.

On my NanoBSD test system (ALIX), the configuration in /usr/pbi/unbound-i386/etc/unbound/unbound.conf only gets updated when I reinstall the package. I.e. changing the interfaces to listen on and pressing "Save" has no effect on my system, the config file does not change.
I'm on:
2.1-BETA1 (i386)
built on Thu Apr 25 20:52:28 EDT 2013
FreeBSD 8.3-RELEASE-p7
Unbound:
1.4.20

It was fixed, please test unbound package version 1.4.20_5.
