Description
IPv6 rules doesn't allow "any" or "ignore" as valid for protocol in a rule - but there isn't a full TCP/UDP/ICMP filter option for IPv6 either.
Unless blocked for some technical reason, "protocol=any" should be a valid entry in IPv6 rules, even though the IPv6 protocols which can be filtered are different from those in IPv4.

IPv6 rules can certainly have 'any' as the protocol, that can and has worked since IPv6 was added.
IPv4+IPv6 rules cannot have 'any' as a protocol, but that's just the combined rule. Use separate rules.

As of 2.3.x the original issue is resolved (it's now allowed/valid) so this issue can be closed as resolved
