CARP and pfSync traffic issues with traffic shaping

Description

CARP and pfSync should not be impacted from traffic shaper policies.
They have very demanding latency requirment which need to find a way to bypass the shaper redundancy since their purpose is not related to traffic shaper.

Porbably some way to bypass altq should be implemented, maybe like the OpenBSD embedded queues on ifnet.

Hi,
this should be already foreseen (http://forum.pfsense.org/index.php/topic,45045.msg344264.html#msg344264), just at the moment it's not working.
In our rules.debug I see the rules:
block in log quick proto carp from (self) to any
pass quick proto carp
pass quick proto pfsync

but it looks like they don't have effect.
