the serial console on full installs doesn't show the console menu, it drops to a shell.

Note: you may need to re-save the settings on System: Advanced: Admin Access to get the corrected line in /etc/ttys and it may require a reboot for it to take effect.

I haven't seen this issue again so far. Currently the console menu will show on both consoles after bootup finishes when the serial console is enabled, instead of only getting the menu over the VGA console and getting a shell on the serial console.
A separate ticket could be opened for the console menu not showing when the terminal type is not cons25, if there is any reason to do so.
