Growl Notifications not sending anything

Description

When Growl Notifications are configured in System -> Advanced - > Notifications. The Test button does nothing. Also Growl for Windows never receives anything from the router. No errors are showing up in the log.

According to forum posts i have found, this function has worked in previous 2.0 versions, with Growl for Windows(mentioned specifically).

This could be a bug introduced in 2.1.

The only unique bug here is that testing growl didn't work when growl was disabled. I just pushed a fix for that.

It does work with the older growl protocol, I have an older daemon here and it received a notification OK.

Other issues with growl are already covered by #2942

All versions of "Growl for Windows" support the old UDP based protocol previous to GNTP.
After updating to latest build :2.1-RC2 (amd64) - built on Sun Sep 8 21:25:42 EDT 2013

"Growl for windows" is now receiving test messages.

The adjustment that you (Jim P) made, appears to have fixed the entire issue. (notifications Disabled or not)
