Description
I get this error message "php: rc.filter_configure_sync: New alert found: There were error(s) loading the rules: pfctl: DIOCADDRULE: Device busy - The line in question reads [0]:" I have two pf devices as master/slave. Some information about my configuration, 8GB mem, 4 core intel 5620 cpu (disabled hyper-threading). Average states are 60-70k and throughput is 70-80 mbps. Perhaps, I get this error when made conf replication to slave device. But I suspect from the network cards. So I will try changing my gbit cards to new generation 10 gbit cards.

nothing to go on here, and definitely not a general problem. If it's replicable, please let us know specifically how to replicate.
