closedCaptive Portal Bandwidth limiting does not seem to work.

Description
Captive Portal Bandwidth limiting does not seem to work.
I enabled a basic traffic shaper.
I enabled on captive portal bandwidth limits of 768 down, 128 up.
Test laptop using either radius auth or Voucher code is able to download and upload at any rate.

What version of pfSense, please....?

- Priority changed from High to Normal
- Target version set to 2.0
- Affected Version set to 2.0
I presume 2.0 since voucher is mentioned.

I just discovered that the autoupdater thing wasn't updating past Jan 22, so I just did a manual update to pfSense-Full-Update-2.0-BETA1-20100215-1110.tgz
