closedpackage service starting issues post-package reinstall

Description
After a package reinstall, package services starting is hit and miss at best. Seems most of the time the services fail to start where you have a few packages installed.
One example: 172.27.44.41. Check Status>Services first, should show everything started (possibly with the exception of darkstat which has general startup issues). Then Diag>Backup/restore, "Reinstall packages". When finished, back to Status>Services and you'll see all the package services are stopped. This is the same end result after the package reinstall triggered by upgrades, where it's a significant problem.
This seems to only affect systems with at least several packages installed. Every system I have with 1-2 packages seems to always be fine here.

The reinstallall from the GUI was not restarting the packages.
Also during reboot i pushed some commits to force installation of packages though starting them is the same as always and completely separate from the reinstallation.
I am putting this in feedback to see if its possible anyone can replicate this, i cannot even on the test system.

Fixes on dynamic interfaces pushed today should have fixed the last issues with this as well.

been through a lot of testing with package reinstalls post-upgrade and just hitting "reinstall all packages", and this is all good.
