Description
Hello,
You disabled the Country Block package saying :
"disable the old, unmaintained CountryBlock package that's long since been replaced by pfblocker" in commit 4eae141aa05bef1007a1866dc9460fe550ac0419
However, I think it should not be disabled in pkg_config.7.xml as pfblocker is not available in this one, and so the functionality is no longer available on 1.2.3 (maybe other versions too).
(I assigned the bug to you as you were the one to commit the change, I don't know it that is the correct way to report. If not please let me know and next time I won't assign the issue :))

pfSense 1.2.3 is no longer supported, many packages have been broken there for quite some time. If packages are required, upgrade to a supported release. There is no reason to continue running such an outdated and insecure version.

OK, too bad. There is a reason this old version is still running : impossible to get a maintenance window with the client :)
That may be the occation though, as what he asked is impossible without updating this router. Thanks.
