Description
Soft failures returned by fetch resulted in immediate and continual retries prior to the last couple days. Now it at least waits 10 minutes between retries after a soft failure, but there are potentially other scenarios where this could be bad. Adding this as a note to finish investigating the potential problem scenarios here.
