Description

Deleting an IPSEC phase 1 entry from vpn_ipsec.php for a tunnel that has not connected does not result in the entry being removed from diag_ipsec.php

thought we already had a ticket to change strongswan's behavior here in the future, apparently not, but we do now. #4268 is the root of this, that's actually "by design" with the updated underlying components but IMO not desirable.
