Description
On 2.2 of pfSense reqid is part of the configuration stored.
When from the GUI a phase2/phase1 is generated with the button similar to this one the reqid is copied around and causes issues on the generated config because more than one entry will have the same reqid.

probably would be good to have upgrade code to clean this up, should help fix some people's issues.
