Description

system_camanager.php?act=new and certmanager.php default to 512 bits, and SHA1 in bootstrap branch. It should default to 2048 bits, SHA256, as it does in pre-2.3.

Programmer had used wrong array type in select control (simple vs associative)
Corrected both instances and check for others
