error when creating cert with no SAN

If you create a certificate with no SAN (delete all the Alternate Name fields), you get:

Warning: Invalid argument supplied for foreach() in /usr/local/www/system_certmanager.php on line 269 Call Stack: 0.0000 245712 1. {main}() /usr/local/www/system_certmanager.php:0

I believe this error results from a change outside of the bootstrap project. The code around line 270 was changed recently and is no longer safe. Could we determine when/why please?

Adding a cert without a SAN works fine now, though using SANs has separate issues, will open a ticket for that momentarily.
