SMTP Test Notifications do not function
Description
Values save, test does nothing. No connection attempt is made. A notification filed manually with notify_via_smtp($msg, true) does send so the backend is OK.
A PHP error is logged but is light on details:

Corrected input names (test_snmp => test-snmp. Same for growl.
