vpn_openvpn_server.php hide/display of "Local networks" fields backwards

Description
The fields "IPv4 Local networks" and "IPv6 local networks" should be shown when "Redirect Gateway" is un-checked, and hidden when it's checked. It's opposite of that currently.

Javascript logic corrected

That part works now, but now it also hides the "Remote network(s)" fields which is wrong. That checkbox should only hide the "Local networks" fields.

Redirect Gateway checkbox now hides/shows only the local settings. Remote settings remain in place per the server mode.
