duplicating gateway group loses tier configuration

Description
When you duplicate a gateway group, it needs to duplicate the tiers as well. They end up as "Never" instead.
Example:
https://bootstrap-test1.pfmechanics.com/system_gateway_groups.php
duplicate group called "test", and you'll see the tiers missing.
