Basically every time the above call is invoked it results in a openssl hang and the binary will never exit.

This is an issue in how it was coded in php.
Probably needs more info on which script uses it?!

This should be fixed now, it was a bug in the base system, /etc/inc/crypt.inc was using some outdated logic. Copied new logic from acb_crypt.php and it works.
