vpn_ipsec.php - No way to save re-ordered Phase 2 entries

Description
The Phase 2 entries allow dragging/dropping but there is no Save icon inside the P2 and the state doesn't save when clicking the main Save button above.

Fixed by reverting to "Move to here" control/icon
Bootstrap does not support dragging nested tables, so until this page gets re-written to use panels rather than tables, this is probably the way it needs to be.
