Description

With the DNS Resolver enabled and the option on System > General unchecked, 127.0.0.1 should be included in resolv.conf but it's missing.
The same config using the DNS Forwarder works and 127.0.0.1 is present as expected.

Fix dns test for localhost inclusion, when saving now the port value can be set but empty. Fixes #5775

This looks good now on multiple systems that meet the original problem criteria. Closing it out.
