Some Privilege Assignments Not Working

Description
For example members of a group with
WebCfg - Dashboard (all) Allow access to all pages required for the dashboard.
WebCfg - Help pages Show all items on help menu
Do not have access to the help menu. It's empty.

1. The Dashboard privilege worked when requesting "/index.php" but not when requesting "/", I pushed a fix.
2. The Help privilege wasn't originally intended to allow access to the Help menu, but to the help shortcuts, though the description indicated otherwise. I fixed it so it will show the help menu now.

Now all menus show. Even the ones without privileges. Confusing and unable for the user to know what they actually have access to.

P.S. Might consider adding the Gold menu. Don't recall seeing that in the privileges list.
