Description

The old GUI allowed you to always switch to another section easily by keeping the top navigation menu visible. The new one lets it scroll off the top of the screen whenever you have a screen that extends beyond the bottom of your visible area. This significantly decreases the usability of the interface.

System>General Setup, "Top Navigation". You can change it there. It's as it is by default because that's the only way small screens can get to the bottom of the longer menus.
