Description
I'm seeing an issue where separators are causing rules to disappear. Doing a config restore removes the separators and restores the rules. This seems to happen when I add and save a separator at the bottom of the rules list and causes the bottom rule to disappear. Looking at the configuration diff it appears to rule is actually being removed.

There were some at least somewhat relevant changes to that in 2.3.1, particularly with having a separator at the bottom, though I don't recall any that makes rules disappear. I can't seem to make that happen on 2.3.0 though. Please try 2.3.1 and report back with specific steps to replicate if you're still seeing an issue.
