and did a new installing of 2.3.1 and and reconfigured it like 2.3 but assigning a limiter to a firewall rule traffic just killed the traffic.

removing limiter from the rule cause the traffic to came again.

limiter was dynamic one

update

after creating a limiter without assigning it to a rule, should i see a limiter on limiter info or should i get this massage
"Limiters:
No limiters were found on this system."

anyway i created a limiter and assigned it to a rule

and still got the same answer from Diagnostics/Limiter Info

"Limiters:
No limiters were found on this system."
