FreeRADIUS Does Not Start After Upgrade

Description

After applying an upgrade to pfSense the system reboots. When the system reboots the radiusd daemon does not restart automatically, it requires that the admin interface be accessed and the service started manually. The problem occurred when upgrading from 2.2.x to 2.3, from 2.3 to 2.3.1, and from 2.3.1 to 2.3.1_1. Reinstalling the freeradius package as well as uninstalling and reinstalling the freeradius package did not fix the issue. All merged. Please test with 1.7.5_1 when available; if it still does not work, describe exactly what actions make it restart the service multiple times. The whole thing was a mess.
