NTP ACL settings page can't be updated

Description

In 2.3.1 and 2.3.1_1, I am unable to save any changes to the Services/NTP/ACLs page (services_ntpd_acls.php). Just clicking Save on the defaults results in an error about needing an IP address for the Custom Access Restrictions. I am not attempting to use the access restrictions, just trying to change one of the Default Access Restrictions.

Attempting to delete the rule fails, with an error about the last row not being removable.
