There is no viable mechanism to pull this off. It isn't supported in pf, and there are no built-in long-term traffic monitoring mechanisms that would allow it to function.
It would require bringing something like vnstat into the base system or maybe adding a plugin hook in the gateway code where a package can inform the multi-wan code that a gateway is unavailable.
