Make a lack of ALTQ-capable interfaces more obvious to the user

Description
On systems that do not have any assigned interfaces capable of using ALTQ, that fact is not make obvious enough to the user. Some screens are simply blank or produce ambiguous error messages.
This is especially a problem on SG-1000 since the cpsw interfaces do not yet support ALTQ.
